WeeRide Helmet label can be a little misleading... however I can confirm it is designed for toddlers not 5 year olds yet complies with the US CPSC standard for "persons aged 5 & upwards" which is where you've see the 5 year old mentioned.
The size of our helmet is 48 - 52cm circumference - which is the head size of the average 2 year old. Per chart here - in 20th month - 50th percentile boy has a head circumference of 48cm. http://www.chartsgraphsdiagrams.com/HealthCharts/head-circum-birth-36-boys.html You won't find many helmets in Australia smaller than this that comply with Australian law and infact when we started riding we with our daughter we couldn't even find helmets this small - and the main reason is that Australias helmet laws are some/if not the most onerous in the world - so helmet manufacturers usually only make Aussie helmets off the back of a run of US helmets (they have to call in safety auditors for each run) - and in America there are two states where it's illegal for a child under 12 months old to be on a bicycle - SO helmet manufacturers don't make helmets that would fit even the biggest headed 11 month olds - which as you can see from the chart would be anything below ~48cms... which means we don't get small helmets in Australia.
